Senate Bill 1140 restores ‘checks and balances’ in state government by requiring a 2-year sunset, legislative review and reauthorization of any statute that expressly or implicitly authorizes an executive agency to create regulations.  Simply, the legislature gets to review at the 2-year mark the regulations that the executive branch has created to implement a legislative measure. To keep the statute in effect, the legislature would have to affirm the statute and its resulting regulation.
