Yesterday, Senate Bill 1142, presented by Senator Moorlach (R-Costa Mesa), was voted down on a 2-4 vote in the Senate Judiciary Committee with Senators Anderson and Moorlach supporting the bill, and Senator Hertzberg abstaining.
